What best represents society's response to the perceived terroristic threat, though, is the "L.A.W." system created for schools to educate concerned citizens about the best response to the attack of a super terrorist. The show of power both from the person responsible and the corporation that reaps its rewards represents a major threat for the series' heroes. However, for the characters floundering for what to do, it comes as massive upheaval. The true perpetrator of the massacre, as well as the similar murder of a CIA operative earlier in the season, remains a mystery until the episode's closing moments when it's revealed to be Victoria Neuman.

With the public and the government desperate to fight fire with fire, the demand goes out to produce more Compound V and Supes than ever before, and Vought sits back, content to profit from the manufacture of a resource that proves so suddenly valuable. What could be far harder to predict is just how heavily the pendulum swang in the opposite direction, with Vought seizing on the event as the exact proof they needed of super terrorists invading American soil. Needless to say, the corporate takedown intended from the hearings did not take place. The world looked on as the massacre took place, their mouths agape as no one could be sure what would happen next. At first, it was the judge overseeing the proceedings, then Vogelbaum himself and then a seemingly random assortment of others. Before the proceedings could truly begin, however, heads started exploding. Homelander and Stormfront looked on helplessly from the audience as Jonah Vogelbaum prepared his testimony. The congressional hearing itself was set up to flip the table on the status quo, lining up a majorly publicized event televised to the world where a top Vought official would testify to the company's atrocities.
